Add the ability to add nearby (physically nearby) people using Google's "Nearby API"

Allow users to add one another using Google's Nearby API (https://developers.google.com/nearby/) Supposedly it's cross-compatible with iOS. Similar to how Discord integrates nearby friend adding.
