Community Creation: Ask if a new community is NSFW even if user is in SWF mode to reduce NSFW communities in SFW section.

I think it would be a huge cut back on reports for AD (After Dark) communities in non AD mode by making "mark community as AD" always show up on creating a community. It does not show if you dont have AD on and means that the new/iphone users unaware of AD mode make communities without seeing the option. If they mark it as NSFW and are not verified/AD enabled then it can still prevent the creation but with a nice message of "Please enable AD mode to make this community" or similar.
