Notification system needs complete overhaul

App's indication of available new notifications is inconsistent and frequently requires manually checking each section to see if there are new notifications. The user could have new chat notifications but not be informed of it for hours, causing matches to think they are being ignored. The app and backend should use Google's Push API for apps to provide consistent notifications.
