New community I make defaults to AD even when I do not select AD

I am trying to create a totally SFW community and I make sure not to toggle AD on when making the community. Yet still, even after I disable AD mode in my app settings (which I also noticed isn't functioning as intended as I can still see AD communities), the community will always be marked as AD.
