Updating social accounts displays saved on empty input but doesn't actually save

I thought I already stored my telegram info, upon trying to change the visibility to public it just didn't change, apparently because I forgot to input the username again. When trying to save w/out a username on file you should display an error message rather than silently reverting the state, ty.
